Every two weeks Charles Estep gets his $700 paycheck from stocking shelves and unloading trucks at Walmart. And when he was living at the Cadillac Motel, one of the aging tourist spots on U.S. 41 just south of the Sarasota-Bradenton International Airport, that money would all go straight toward his weekly bill.
